Election 2024: I will scrap ex-gratia if given the nod – Mahama

John Mahama, a former president, has promised to abolish ex-gratia if elected in the upcoming elections in 2024.

In the beginning of his campaign, Mr. Mahama explained that this would be one of the steps he would take to ensure financial responsibility.

“The payment of ex-gratia to members of the Executive under article 71 will be scrapped. And the necessary Constitutional steps to abolish that payment will start in earnest in 2025,” he said.

For a specific class of public employees, ex-gratia payments are regarded as part of the end-of-service benefits and are given out every four years.

The President, Vice President, Speaker of the House, Chief Justice, and other Justices of the nation’s Supreme Court all fall under the category of employees who are eligible for ex-gratia payments under Article 71.

The remainder include elected officials, ministers of state, political appointees, and public employees, who receive unique constitutional privileges yet have salaries paid from the Consolidated Fund.

Ex-gratia payments to holders of Article 71 offices have drawn controversy over its purpose, with some observers and governance experts referring to the practice as a “unfair arrangement.”

When it was revealed that Togbe Afede, the Agbogbomefia of the Asogli State, had returned GHS350,000 that had been granted to him as an ex-gratia for his service as a member of the Council of State, the discussion was revived.

The payment, according to Togbe Afede, was “outrageous” and “wrong for a short, essentially part-time job.”

Additionally, Mr. Mahama has told Ghanaians that ex-gratia will be abolished.

“We will also begin the process of persuading the other arms of government other than the executive to accept the removal of these ex-gratia payments,” he mentioned.
