NHIS Risks Collapse if Finance Ministry Fails to Release GH₵2.4 Billion Owed to Scheme

The Ministry of Finance owes the National Health Insurance Scheme (NHIS) approximately GH₵2.4 billion in revenue arrears, covering the period from July 2023 to February 2024. This issue was highlighted during a meeting held by Parliament’s Committee on Health on June 4, 2024.

The meeting, which included representatives from the Finance Ministry, Health Ministry, NHIS, and the Controller and Accountant General’s Department, aimed to address the delay in payments and its impact on the NHIS.

The financial constraints faced by the NHIS this fiscal year have made it challenging for the scheme to meet its financial obligations to service providers. The Health Committee of Parliament emphasized the need for the government to collaborate with the National Health Insurance Authority (NHIA) to develop a strategy for clearing the arrears.

After the meeting, Dr. Afriyie Ayew, Chairman of the Health Committee, expressed optimism about the initiation of a road map to resolve the issue. He reassured the public that steps are being taken to address the financial challenges faced by the NHIS and ensure the scheme’s sustainability.

In a related development, the Minority in Parliament has expressed dissatisfaction with Vice President Dr. Mahamudu Bawumia’s recent announcement of free dialysis care for patients under 18 and over 60 years old. They argue that Dr. Bawumia is claiming undue credit for a policy they believe was not initiated by his government. This contention adds another layer of complexity to the ongoing discussions about the financial health and management of the NHIS.
