The National Identification Authority (NIA) has communicated that it will recommence the registration process for individuals applying for the Ghana Card for the first time, starting from August 28, 2023.
This service, which is designed for residents in Ghana aged 15 years and above, will be provided without any associated fees.
Registration and the subsequent issuance of Ghana Cards will be facilitated at eight of the NIA’s 16 Regional Offices as well as at all 276 District Offices across the country.
However, there are certain NIA Regional Offices that will not be offering this service due to their operation of the Premium Registration Service. They are; Kumasi – Ashanti Region, Sunyani – Bono Region, Techiman – Bono East Region, Koforidua – Eastern Region, Tamale – Northern Region. Ho – Volta Region, Takoradi – Western Region, Sefwi Wiawso – Western North Region.
The recommencement of the registration process has been made possible through the receipt of 484,000 blank Ghana Cards from the technical collaborators, Identity Management Systems II Limited (IMS II) and CalBank PLC. This development comes as a result of an initiative spearheaded by the Ministry of Finance.
As a result of this initiative, eligible citizens of Ghana who have not yet registered for the Ghana Card will have the opportunity to do so.

This announcement was conveyed by the National Identification Authority (NIA) through a statement issued by its Corporate Affairs Directorate on August 23, 2023.
The upcoming Ghana Card registration process will be divided into two distinct phases:
Phase One – Restricted Registration (Limited to Public Sector Workers on Government of Ghana Payroll): From August 28, 2023, to September 8, 2023, a ten-day period has been allocated for this phase. It is exclusively reserved for individuals who are employed in the public sector and are on the payroll of the Government of Ghana. The primary objective of this phase is to validate the identities of these workers through the Controller and Accountant General’s Department payroll system, utilizing their Ghana Cards for verification. During the registration process, applicants are required to provide their July 2023 Payslips in addition to the mandatory registration documents.
Phase Two – Open Registration: This phase commences on September 11, 2023. It is open to all Ghanaians aged 15 years and above who have not previously applied for the Ghana Card. This phase aims to facilitate the registration of eligible individuals who have not yet been enrolled in the Ghana Card system.
In the Open Registration phase (Second Phase), Ghanaians will have the opportunity to engage in various activities related to the Ghana Card:
First-Time Registration: Individuals who have not previously registered for the Ghana Card can do so during this phase. This initial registration is provided at no cost.
Replacement and Correction: Ghanaians can also utilize this phase to replace lost, stolen, or damaged Ghana Cards or correct any inaccuracies in their personal information. A statutory fee of GHS 34.50 is applicable for card replacements or record corrections.
Special Mobile Registration: The NIA offers Special Mobile Registration services, catering to households and institutions with specific requirements. These services come with associated fees.
To facilitate these processes, the NIA has set up a network of 286 Operational Offices across the country. This widespread presence ensures accessibility for citizens in various locations.
