Ghana's public sector payroll administration relies on a dual-system workflow split between two primary digital platforms.

The Human Resource Management Information System (HRMIS), which is managed directly by employer institutions such as the Ghana Education Service (GES), and the Integrated Personnel and Payroll Database 2 (IPPD2), which is managed by CAGD.

Under this framework, whenever a teacher earns a promotion, GES is required to initiate the process within HRMIS and subsequently forward a completed input form alongside the corresponding promotion letter to CAGD for validation and final payroll adjustment.

Emphasizing the necessity of these rigorous administrative checks, CAGD stated, "

These documents are not mere administrative formalities. They are essential for payroll validation and are designed to prevent fictitious promotions, unauthorised salary adjustments, and irregular payments.

This current processing protocol was formally established during an inter-stakeholder meeting held on August 31, 2026, which was chaired by the Minister of Education and attended by the Deputy Minister of Education, leaders from the various teacher unions, and senior representatives from both GES and CAGD.

At that meeting, all parties agreed that GES would submit a master list of promoted personnel, copies of their promotion letters, and fully filled input forms as explicit prerequisites for releasing promotion arrears effective from January 1, 2026.

According to records released by CAGD, as of September 22, 2026, the department had received a total of 6,079 completed input forms and promotion letters out of an anticipated 58,620 total promotion cases—representing roughly 10 percent of the expected submissions from GES.

CAGD confirmed that every single one of those 6,079 submitted cases was fully validated, processed, and paid alongside applicable arrears in the September 2026 payroll cycle.

Reaffirming its commitment to prompt disbursement once documentation is delivered, the Department clarified,

It must therefore be emphasised that CAGD has processed every valid case received from GES. Any outstanding payment therefore relates to cases for which GES is yet to submit the requisite documentation for validation and processing.

Until the employer submits the necessary validation documents, CAGD maintains that relevant payroll transactions must remain suspended under standard public financial controls.

The Department expressed its continued readiness to work collaboratively with the Ministry of Education, GES, teacher unions, and other partners to resolve all genuine payroll bottlenecks through due process.

CAGD also appealed to union leadership and stakeholders to avoid public commentary that could cause unnecessary public anxiety or misrepresent CAGD’s specific legal role in payroll management.

Expressing deep appreciation for the vital contributions of Ghanaian teachers to national development, CAGD assured educators that every legitimate payment owed will be paid in full as soon as the required documentation is forwarded by GES and validated.

The resolution of teacher promotion arrears in Ghana rests on swift data transfer and documentation validation between GES and CAGD.

With CAGD having cleared 100% of the 6,079 validated cases received so far, the focus now shifts to expediting the remaining 90% of documentation from GES district and regional offices.
